Elaine Macatangay Morales is a licensed chemical engineer with a Master’s in Public Administration, a Science, Technology, and Innovation (STI) advocate, and a seasoned consultant, trainer, and auditor in Quality, Environment, Safety, and Health (QESH) management systems. Her work spans public service, STEM education governance, NGO leadership, and institutional reform—bringing systems thinking to the heart of science communication and policy.


In her column, System Matters, she explores how science is structured, governed, and sustained—from quality frameworks and STI programs to accountability, policy ecosystems, and the evolving field of science governance. With roots in engineering and strategic design, Elaine highlights how systems shape not only scientific outcomes, but also values, priorities, and public trust.
